Wayne Thomas has been a resident of Hampstead since 1991, having lived in both Robert’s Field and Hampstead Valley.  Wayne and his wife, Nora Ward, have resided at 1100 Main Street since 2001.  Wayne and Nora have six adult children and twelve grandchildren.  Wayne works for Exelon Corporation in Baltimore as a IT System Engineer.  

 

Experience:

 

Wayne was elected to the Board of Directors of the Field’s Homeowners Association in 1992 and served as President in 1992 and 1993.  In 1993 he was elected to the Hampstead Town Council where he has served for the past 28 years.  Wayne has been the secretary/treasurer of the Carroll County Chapter of the Maryland Municipal League and a member of the Carroll County Economic Development Commission.  He served as President of the Hampstead Business Association six times in 11 years and is the President of the Hampstead Train Station Committee, Inc. and Hampstead Valley Garden Condominiums.  Wayne is a member of the Hampstead Farmers Market Advisory Committee and Chair of the Hampstead Tree Commission.

 

Accomplishments:

 

Wayne has worked to control growth by changing the Town Code to ensure adequate roads, water, and schools.  He has supported the award winning Police Department and award winning Public Works Department by making sure they had the tools to do their jobs and ensuring that the Town stayed competitive on salary and benefits.  He has supported efforts to resolve our water problems through improvements to the water system, looking for new water sources, and careful management of our existing water resources.  He has worked with Main Street residents, Main Street businesses, and others to create a plan to rebuild and revitalize our Main Street.  He has volunteered for over 23 years at the Hampstead Train Station and hosts the Music in the Park events.

 

Wayne championed the creation of a solar array on a piece of unused Town property.  By partnering with Solar City in a Purchase Power Agreement, the Town was able to get a guaranteed lower rate on electricity that would save the Town approximately $50,000 per year.
